§ 19-34. Contractor and/or applicant.

  • Any contractor or individual wishing to do excavation on a street in the city shall be subject to the following:

    (1)

    Prior to commencing any excavation on, under or across any street, alley or other public right-of-way, notification must be made by contractor to the office of the city clerk advising the location of such excavation, the person excavating and the purpose for such excavation and such contractor or individual shall submit a street excavation application and traffic control/detour plan at least 48 hours in advance to allow review of the traffic plan and closure notification to local agencies. Traffic control shall be established and maintained by the contractor and during the period of excavation, the person engaged in such excavation shall be responsible for providing proper barricades to protect the general public from personal injury or damage to property. If barricaded at night, such barricades must have flashing lights.

    (2)

    Contractor or individual shall notify the police dispatch, fire department and city hall immediately prior to any partial or full street closure.

    (3)

    Street closures may be scheduled Monday through Friday between the hours of 8:30 a.m. and 2:00 p.m. when school is in session or between the hours of 8:30 a.m. and 3:30 p.m. when school in not in session.

    (4)

    Emergency situations will be handled on a case by case situation and contractors shall contact the city police dispatch.

    (5)

    Before digging the contractor is responsible for calling J.U.L.I.E. (utility locates).
