§ 19-33. Obstruction of streets, sidewalks by trains; exceptions.

  • No railroad company, railroad engineer, train conductor or other person shall obstruct any street, alley, sidewalk, crossing or other thoroughfare of said city by stopping any train thereon, or by leaving any locomotive engine, car or cars standing thereon for a longer time than ten consecutive minutes; provided, however, that where any such obstruction is the result of some unavoidable accident or emergency beyond the control of such company or its agents, this section shall not apply.
