§ 2-99. Presiding officer of council; authority to vote.

  • (a)

    The mayor shall be the president of the council and preside at its meetings, and shall have the right to vote on all questions coming before the council, pursuant to statute.

    (b)

    The commissioner of accounts and finances shall be vice President of the council, shall preside at all meetings in the absence of the mayor, and, in case of a vacancy in the office of mayor or the absence or inability of the mayor, shall perform the duties of the mayor.
