§ 21-4. Application for service; deposit.

Any person desiring water and sewer service shall apply in writing to the water and sewer departments, located in the city hall. For customers not owning legal title to the property where service is requested, a security deposit, as established in sections 21-19(b)(2) and 21-19(b)(3), must be paid. The city shall refund the deposit after the discontinuation of said customer service after deducting therefrom any amounts owed by the user for unpaid water and sewer bills.
