§ 21-3. Duties of superintendent generally.

The superintendent, appointed as provided in section 21-2, shall have general supervision and control of the maintenance and operation of the combined waterworks and sewerage system and shall from time to time make such reports and recommendations to the city council as to him may seem best for the efficient operation of the system and as may be requested by the council.
