  • The running at large of dogs on the streets and in the alleys, in parks, public places or public or private unenclosed places in the city is hereby prohibited. A dog shall be deemed running at large if present or found on any street or alley or in any park, public place or public or private unenclosed places within the city without being securely held or fastened with a leash or otherwise confined.
