No building, fence or fixture or other erection or enclosure heretofore erected or
built and encroaching in whole or in part upon any street, avenue, alley or sidewalk
of the city shall be repaired or rebuilt; provided, however, that this paragraph shall
not apply to any public telephone booth which may have been erected or built as provided
under section 19-23 of this article.
