§ 19-10. Depositing or scattering garbage, dirt, refuse or other material on streets.

  • It shall be unlawful for any person to throw any garbage, paper, straw, bottles, glass, tin cans, ashes, cinders, manure, dirt or filth or any dead animal, fowl or fish or part thereof, or any litter of any kind into any street, alley, gutter or open ditch, or open space of ground; or to cause any truck, cart, wagon or other vehicle to be so loaded with sand, manure, garbage, earth, rubbish, straw, hay, cornstalks, ashes, cinders, gravel, rock, cement, oil or any similar matter or substance, that in hauling, any part of such load shall be scattered or dropped into any street, alley or open space; or to haul any manure, dead animals or refuse matter through the streets or alleys unless the same is securely covered with a tarpaulin or other suitable covering so attached as to prevent scattering such matter or dropping any cadaver on the street, and to prevent offensive odor from escaping therefrom, or offensive sight thereof.
